SCOPE OF APPLICATION:
These House or Venue Rules apply to the event "MetaStadt Open Airs" (hereinafter the "Event") at the venue Dr.-Otto-Neurath-Gasse 3, 1220 Vienna (hereinafter the "Venue"), organised by Arcadia Live GmbH, Barracuda Music GmbH, Cute Concerts GmbH and Racoon Live Entertainment GmbH (hereinafter the "Organiser"), and govern the rights and obligations of all persons taking part (visitors, the Organiser and its staff, or persons and companies engaged by the Organiser). These House or Venue Rules will be prominently posted at all entrances/access points. Persons attending the Event must comply with the provisions of the approved and published House or Venue Rules; failure to do so means they may not remain at the Venue.
AREA OF APPLICATION / EVENT PERIOD:
These House or Venue Rules apply to the Venue for the duration of the Event. A Venue comprises all buildings, rooms, facilities and open areas used in connection with the Event.
ACCESS CONTROLS AND PRESENCE ON SITE:
Persons attending the Event are required to submit to a (possible) identity check by the Organiser's stewards/security service/marshals before entering the Venue.
The security service/stewards/marshals engaged by the Organiser are entitled to search the clothing, bags and any containers carried by attendees for prohibited or dangerous items at any time before entry to the Venue.
The security service/stewards/marshals/Organiser are entitled to refuse entry to persons who may pose a safety risk (for example due to excessive alcohol consumption or carrying prohibited or dangerous items). The same applies to persons who refuse a search of their clothing, bags or containers, or a possible identity check. In individual cases, the security service/stewards/marshals/Organiser are also entitled to carry out such checks on attendees already present at the Venue.
In the event of violations of the House or Venue Rules, the Organiser/security service/stewards/marshals/officers of the Vienna State Police Directorate (LPD Wien) are entitled to remove offenders from the Venue.
After the end of an event day, all visitors must leave the Venue as quickly as possible.
PROTECTION OF MINORS:
Entry to the event grounds is permitted for children from the age of 4. However, we strongly recommend bringing suitable hearing protection for children.
In addition, the Vienna Youth Protection Act (as amended) applies throughout the Venue, as do the general terms and conditions of the respective organisers.
PROHIBITED ITEMS:
It is prohibited to bring in any items or substances that could endanger the protected interests listed in Section 18(1) of the Vienna Events Act 2020, in particular risks to human life and health or to operational safety.
In particular, the following are prohibited:
Weapons of any kind (a weapon is any particularly dangerous item suitable for threatening life or limb);Objects that can be used as weapons or thrown projectiles;
Gas spray canisters or pressurised containers holding highly flammable or hazardous gases, except standard pocket lighters;
Toxic, corrosive or staining substances or objects;
Glass containers, bottles, cans, plastic canisters, hard packaging or other objects made of glass or other fragile, splintering or particularly hard material;
Pyrotechnic articles and compositions, such as fireworks, smoke bombs, Bengal flares, etc.;
Laser pointers, whistles, vuvuzelas;
Pepper spray and tear gas spray;
Large or bulky items such as ladders, stools, (folding) chairs, crates, large bags, backpacks, hydration packs (Camelbacks), suitcases;
Bicycles, skateboards, snakeboards, inline skates, scooters, kick scooters, Segways and similar vehicles;
Racist, xenophobic, National Socialist, sexist or political propaganda material;
Cameras with a removable lens or a lens diameter of more than 4 cm;
Laptops and tablets;
Video cameras or other audio/video recording devices (in particular action cams);
Tripods, selfie sticks, canvases and easels;
Umbrellas of any kind;
Helmets of any kind;
Flags or signs larger than an A3 sheet;
Flagpoles or banner poles of any kind; fireworks, flares, smoke powder, smoke bombs or other pyrotechnic items;
Alcoholic beverages of any kind, drugs and stimulants of any kind;
Any advertising, commercial, political or religious items, including banners, signs, symbols and flyers and similar, as well as promotional and commercial objects and materials of any kind;
Electric or combustion engines, remote-controlled cars/aircraft/helicopters, in particular surveillance drones;
Sky lanterns/wish lanterns/Kongming lanterns;
Large quantities of paper and/or paper rolls;
Noise-making instruments of any kind, such as megaphones, air horns, ratchets, whistles;
Other objects that could compromise the safety and/or reputation of the artist or the Event.
In cases of doubt, the classification of an item as prohibited or permitted under these House or Venue Rules is at the discretion of the security service/stewards/marshals/Organiser and the relevant bodies of the City of Vienna and the Vienna State Police Directorate. Persons carrying prohibited items under these House or Venue Rules will be refused entry to the Venue. If persons are found with prohibited items within the Venue, the Organiser/security service/stewards/marshals are entitled to remove the persons concerned from the Venue.
BRINGING ANIMALS / PARKING VEHICLES:
Bringing animals is prohibited, with the exception of guide dogs and assistance dogs. Dogs, other than guide dogs and assistance/partner dogs, must wear a muzzle and be kept on a leash. Guide dogs and assistance/partner dogs must wear a harness.
Parking bicycles, e-scooters, Segways or similar vehicles within the Venue, or securing them to structures, fences, barriers or similar, constitutes a safety risk and is prohibited / permitted only in the designated, marked areas. In case of violation, the vehicles may be removed at the offender's expense by the security service/stewards/marshals/Organiser and held in safekeeping by the Organiser.
RULES OF CONDUCT DURING THE EVENT:
Flash photography of any kind is prohibited during the Event for safety reasons.
All persons entering the Venue must behave in such a way that no other persons are harmed, endangered or harassed. They must further conduct themselves so as to avoid any damage to structures, facilities, equipment or objects.
Unless expressly approved in writing (by letter, fax or email) by the Organiser, all persons entering the event grounds are prohibited from:
throwing objects of any kind, or spilling liquids of any kind, in particular towards other persons;
lighting fires, or igniting or firing fireworks, flares, smoke powder, smoke bombs or other pyrotechnic items;
expressing or disseminating political propaganda or actions, or racist, xenophobic, politically radical statements, slogans or emblems;
behaving in a manner that others could reasonably interpret as provocative, threatening, discriminatory or insulting;
creating a threatening situation for the life or safety of themselves or others, or endangering another person in any way;
causing personal injury or property damage at any time;
climbing onto or over structures and facilities not intended for general use, in particular facades, fences, chairs, benches, tables, walls, fencing, barriers, lighting systems, camera platforms, trees, mobile toilet units, masts of any kind and roofs or similar;
entering areas (e.g. function rooms, VIP and media areas, etc.) not open to the general public, or to which their access authorisation does not apply;
obstructing, blocking or impairing traffic areas, footpaths and driveways, access and egress routes to visitor areas, and escape routes;
writing, painting or affixing stickers to structures, facilities, fences or paths;
relieving themselves outside of toilet facilities, or littering the event grounds by discarding items such as waste, packaging, empty containers, etc.;
flying remote-controlled aircraft, in particular surveillance drones, over the event grounds, even partially;
releasing sky lanterns/wish lanterns/Kongming lanterns or similar miniature hot-air balloons;
consuming or distributing drugs (for payment or free of charge);
consuming excessive amounts of alcohol;
smoking, except in specifically designated areas;
entering a front-of-stage area with a wheelchair.
USE OF FACILITIES AT THE VENUE:
Outer garments and umbrellas, as well as other bulky items not needed for attending the Event, must be left in the cloakroom or other designated areas.
Canes and other walking aids (e.g. rollators) may only be brought in by persons with mobility impairments as an indispensable aid.
Smoking/vaping of tobacco products is prohibited throughout the Venue, in all rooms or tents accessible to visitors.
Cigarettes must be disposed of only in the ashtrays provided for that purpose in the outdoor area. Waste, packaging materials and empty containers must be disposed of only in the waste bins provided at the Venue. Empty reusable cups must be returned at any food and beverage stand in exchange for a refund of the deposit paid.
CONDUCT IN THE EVENT OF DANGER:
In the event of danger (fire, accidents, etc.), the security service/stewards/marshals/Organiser and/or emergency services (fire brigade 122, police 133, ambulance 144) must be notified immediately. Stay calm and pay attention to your own safety.
AWARENESS OFFICERS / AWARENESS CONCEPT:
To prevent harassment of visitors, one or more awareness officers are present at the Venue. Awareness officers are identifiable by their vests and are present both roaming the site and stationed at the awareness stand.
The awareness officer(s) can be contacted by phone during event hours at +43 1 2353535 666. The awareness response chain is triggered by reporting an incident to the awareness officers or other event staff, either by the affected person or by an observing third party.
CONDUCT IN THE EVENT OF SEVERE WEATHER (E.G. STORM, HAIL, THUNDERSTORM, ICE):
It is expressly noted that, should severe weather develop, all attendees are responsible for taking appropriate protective measures on their own initiative. In particular, being under trees or in the immediate vicinity of technical structures may pose a risk and should therefore be avoided.
DRIVING BAN:
As a general rule, single- and multi-track motor vehicles are not permitted to drive within the Venue. Driving within the Venue is permitted only with the Organiser's express approval and must, in every case, be carried out with the utmost caution and at a maximum speed of 7 km/h. The use of non-motorised vehicles and sports equipment such as bicycles, scooters, e-scooters, Segways, inline skates, skateboards, roller skates or similar vehicles is likewise prohibited within the Venue (except for bicycles on the designated cycle path).
AUTHORITY TO ISSUE INSTRUCTIONS:
Attendees must comply immediately and unconditionally with any instructions or directions (for example, announcements over the PA system or via megaphone) given by police, fire brigade and other emergency services, the security service/stewards/marshals and officials of the City of Vienna, as well as by the Organiser itself. Failure to comply may result in the person concerned being removed from the Venue.
LEGAL CONSEQUENCES OF VIOLATIONS:
Pursuant to Section 27(5) of the Vienna Events Act 2020 (Wr. VG), Vienna Provincial Law Gazette No. 53/2020, as amended, persons who fail to comply with the provisions of these approved and published House or Venue Rules may not remain at the Venue. Any violation of these House or Venue Rules may be sanctioned with removal from the Venue. Pursuant to Section 27(6) Wr. VG, it is noted that failure to comply with a removal order issued by monitoring officers of the Vienna State Police Directorate constitutes an administrative offence. Any conduct relevant under administrative or criminal law will, without exception, be reported to the competent authorities.
